The Black Action Council for United Progress was a activist community group in Champaign-Urbana that sought to reveal and confront inequalities and injustice. In 1991, the group authored a statement of concern addressing pervasive racial profiling and discrimination by campus law enforcement against black youths in the Champaign-Urbana community. The report was prepared by Charles F. Fletcher, Alonzo J. Mitchell, Roy A. Williams, and Mansion Clark.
In 1972, Roy A. Williams represented the Black Action Council for United Progress in order collaborate with the Institute of Government and Public Affairs at U of I for a report titled "Higher Education Public Service: Responsibilities in the Black Community".
