The Black Action Council for United Progress was a activist community group in Champaign-Urbana that sought to reveal and confront inequalities and injustice. In 1991, the group authored a statement of concern addressing pervasive racial profiling and discrimination by campus law enforcement against black youths in the Champaign-Urbana community. The report was prepared by  Charles F. Fletcher, Alonzo J. Mitchell, Roy A. Williams, and Mansion Clark​. 

In 1972, Roy A. Williams represented the Black Action Council for United Progress in order collaborate with the Institute of Government and Public Affairs at U of I ​for a report titled "Higher Education Public Service: Responsibilities in the Black Community".
